The paper is devoted to the issues concerning the conditions and potentials for development of a creative economy – based on culture sector – in cities and towns of the Upper Silesian Agglomeration. It refers to the aspects like: broad and narrow definition of a creative economy, prospective and retrospective presentation of the Upper Silesian Agglomeration as well as its institutional potential along with existing structure of the creative economy. Cases of Katowice as a music city and Bytom as a stage and outdoor entertainment town were also discussed.

Linking businesses with new technologies leads to unbalanced growth due to the different types and usefulness of location advantages. Building, in such conditions, the ability to territorial resilience, is striving to achieve functional diversity, creating solutions that have flexibility in relation to changing needs. The increase in density of functions can be likened to hybrid or patchwork transformations in space. The attempts to develop such issues in the context of resilience were divided into the following problems: (I) What is the hybridization of development as a result of building resilience of regions? (II) How are economic development processes evolving, creating a hybrid character of change? (III) How does the hybridization, as an effect of regional resilience capacity building, manifest itself in the CER? Thus the main aim of the paper focuses on defining the concept of hybridization in the context of resilience capacity building in the CER.

Problematyka artykułu nawiązuje do ewaluacji projektów rewitalizacyjnych w kontekście ich wpływu na wymiary
rozwoju gospodarczego związane z konkrecyjnością gmin. Celem artykułu jest określenie wpływu efektów projektów rewitalizacyjnych
realizowanych zarówno ze środków Regionalnego Programu Operacyjnego Województwa Opolskiego, jak i realizowanych samodzielnie przez gminy województwa opolskiego na konkurencyjność gospodarczą oraz wymiary rozwoju lokalnego związane z atrakcyjnością
inwestycyjną, wzrostem zatrudnienia, w tym tworzeniem warunków sprzyjających tego rodzaju wzrostowi. Zakres terytorialny badania obejmował wszystkie jednostki samorządu terytorialnego województwa opolskiego (n=82). Zakres czasowy i tematyczny odnosił się do projektów rewitalizacyjnych realizowanych w latach 2007–2013, finansowanych zarówno ze środków działań 6.1. i 6.2. RPO Województwa Opolskiego, jak i przedsięwzięć rewitalizacyjnych realizowanych z innych źródeł. W warstwie metodycznej ocena bazowała na technikach: desk research, CAWI, FGI, IDI.

This paper addresses the initial diagnosis and evaluation of economic resilience among European Union (EU) countries, focusing on the Central European regions. Empirical analyses show variety considerable differences in the economic positions of territorial units, which calls for the concept of hybridization, enabling the interpretation of different patterns of development in a territorial dimension. The main aim of this paper is to capture the phenomenon of hy-bridization development by demonstrating the high economic differentiation that determines the difference in resilience across the EU.

The paper attempts to apply the value chain concept to create of new economic linkages among cities within agglomeration in a context of post-industrial area renewal. The research is based on the case study method referring to the selected cities of Upper Silesia Agglomeration (i.e.: Jaworzno, Mysłowice, Sosnowiec). The case study method also utilizes findings from: desk research, strategic analysis, focus direct interviews as well as form the study visits on post-industrial areas being under investigation. The paper has predominately normative and projective character, and its findings along with conclusions connected with application of the value chain method to create new economic relations seems to be promising for the functional areas development planning.
